meetings. Three total meetings
with six opportunities for
attendance.
The ASPIRE Quality Champion (or a designated representative who
must be an anesthesiologist) and the Anesthesiology Clinical
Quality Reviewer (ACQR), combined, must attend ASPIRE
Collaborative meetings in 2026-2027. There are three total
meetings with six opportunities for attendance:
1. MPOG (Multicenter Perioperative Outcomes Group)
Retreat: Friday, October 16, 2026
2. MSQC (Michigan Surgical Quality Collaborative) / ASPIRE
Meeting: Friday, March 5, 2027
3. ASPIRE Collaborative Meeting: Friday, July 16, 2027
#2 Attend ASPIRE Quality
Committee e-meetings: ASPIRE
Quality Champion or ACQR
attendance across six meetings.
There will be six Quality Committee e-meetings in 2026-2027. One
representative (ASPIRE Quality Champion or ACQR) must attend
the following meetings:
1. Monday, November 23, 2026
2. Monday, January 25, 2027
3. Monday, February 22, 2027
4. Monday, May 24, 2027
5. Monday, July 26, 2027
6. Monday, September 27, 2027
#3 ACQR/ASPIRE Quality
Champion perform data
validation, case validation and
submit data by the 3rd
Wednesday of each month for
January - November and by the
2nd Wednesday of the month for
December. Data must be of high
quality upon submission with
>90% of all high priority and
required diagnostics marked as
'Data Accurately Represented.'
Maintenance Schedule located on MPOG website in the resources
tab of the quality section. Data must be of high quality upon
submission, >90% of all ‘High Priority’ and ‘Required’ diagnostics
marked as ‘Data Accurately Represented.’
#4 Site Based Quality Meetings:
Sites to hold an onsite in-person
or virtual meeting following the
three ASPIRE Collaborative
meetings to discuss the data and
plans for quality improvement at
their site.
The site is expected to schedule a local meeting either in-person
or virtually following each ASPIRE collaborative meeting (see
Measure #1 for dates) to discuss site-based and collaborative
quality outcomes with clinical providers at their site. Sites must
send the Coordinating Center the site-based collaborative meeting
report located on the MPOG website in the P4P sub tab of the
Michigan hospitals tab of the quality section.

#5 GLU-11: Percentage of adult
patients with perioperative blood
glucose >180 mg/dL with
documentation of treatment
within 90 minutes
Sites will be awarded points for compliance with the
hyperglycemia treatment measure GLU-11 (cumulative average
score October 1, 2026 through September 30, 2027). If the
performance threshold is not met, Coordinating Center will assess
12-month average score for October 1, 2026 September 30,
2027 and compare to 12-month average score for October 1, 2025
September 30, 2026. Coordinating Center will assign points
based on absolute percentage point improvement, prioritizing the
method that results in the highest number of points to be
awarded.
To calculate the final score for the overall scorecard, the
performance measure resulting in the lowest number of points for
the site will be excluded, and only the top three highest-
performing measures will be included in the final score.
#6 SMOK-02: Percentage of adult
patients who are documented as
current tobacco smokers and also
receive an approved smoking
cessation intervention from an
anesthesia provider
Sites will be awarded points for compliance with the tobacco
cessation measure SMOK-02 (cumulative average score October 1,
2026 through September 30, 2027). If the performance threshold
is not met, Coordinating Center will assess 12-month average
score for October 1, 2026 September 30, 2027 and compare to
12-month average score for October 1, 2025 September 30,
2026. Coordinating Center will assign points based on absolute
percentage point improvement, prioritizing the method that
results in the highest number of points to be awarded.

#7 SUS-04: Percentage of cases
with mean fresh gas flow (FGF)
less than or equal to 2L/min for
the administration of inhaled
anesthetics and/or nitrous oxide
during the maintenance phase of
anesthesia
Sites will be awarded points for compliance with the sustainability
measure SUS-04 (cumulative average score October 1, 2026
through September 30, 2027).
To calculate the final score for the overall scorecard, the
performance measure resulting in the lowest number of points for
the site will be excluded, and only the top three highest-
performing measures will be included in the final score.

intraoperative handoff for
permanent transfers of care
between in-room anesthesia
providers
Sites will be awarded points for compliance with the
intraoperative transfer of care measure TOC-01 (cumulative
average score October 1, 2026 through September 30, 2027). If
the performance threshold is not met, Coordinating Center will
assess 12-month average score for October 1, 2026 September
30, 2027 and compare to 12-month average score for October 1,
2025 September 30, 2026. Coordinating Center will assign points
based on absolute percentage point improvement, prioritizing the
method that results in the highest number of points to be
awarded.
